Hillsdale Neighborhood Association Meeting Minutes
Wednesday August 1, 2012

HNA Board Meeting 6:00 p.m.
Board members were introduced and some history of the Hillsdale Neighborhood was discussed.

HNA Regular Business Meeting

7:01 p.m. Introductions.

7:06 p.m. Opening and approval of agenda. Glenn Bridger moved to approve the agenda, Robert Hamilton seconded, all in favor.

7:08 p.m. Approval of minutes.
The June 2012 HNA minutes were posted on the website. No comments. Robert Hamilton moved to approve the minutes, Duane Hunting seconded, all in favor.

7:10 p.m. Stephens Creek Crossing Children’s Center presentation.
Rick Nitti of Neighborhood House, and Julie Livingston, Beverly, Diane, and Pamela Kambur of Home Forward presented information about the Children’s Center and its application for a conditional use permit application and design review. The Children’s Center will be located at the corner of SW 26th Avenue and Capitol Highway and will serve 135 children 3-5 years of age. It will be operated by Head Start and partially funded by a HOPE VI revitalization grant. Several site maps were displayed. The building will feature a small plaza with a bench facing Capitol Hwy. Spaces for bicycle parking will be toward the back of the building. It was suggested that an accessible parking space be created on 26th. Home Forward is working with MJCC, TriMet, the City of Portland, and the State of Oregon on options for a traffic signal at the intersection. When the applications for conditional use and design review are complete, there will be an eight-week period for public input. HNA has standing to comment on this project, and will receive a notice requesting comments in mid-September or early October. Home Forward hopes that HNA will write a letter in support of the Children’s Center at that time.

7:55 p.m. Committee Reports.

Transportation. Chris Armes and Glenn Bridger reported on the Sunset sidewalk project which is now at 30% design. 1:1 meetings with the property owners will begin soon and will help ensure that the project is integrated into the landscape. The Fire Bureau has requested that the raised sidewalk at the corner of Dewitt and Sunset be lowered to two inches in height instead of three, to make it easier for Fire Station 5 trucks to navigate. No concerns were raised.
Glenn will make a proposal for more sidewalk projects to the Transportation Committee on Tuesday September 18th at 7:00 p.m. at the Watershed.

Hillsdale Alliance. Glenn reported that the topic at the last meeting was Healthy Hillsdale, and finding ways to increase and maintain the health of Hillsdale residents. Next meeting in October, date to be announced.

SWNI. No meeting last month.

Schools. The free youth bus passes will be available for the coming year. The PPS bond measure will be on the ballot this fall. Mikal Apenes suggested that the school and library bond measures be on the HNA agenda for September. August 25th is a Community Care day at all three Hillsdale schools, and all are invited to help pull weeds and perform other maintenance.

Land Use. Duane received notice that L’Etoile French Immersion School wants to use the Fulton Park Community Center for classes. There is a Pre-application hearing for conditional use review on August 7th at 8:30 a.m. at 1900 SW 4th Avenue. The proposal is to use the building as is, with no exterior changes.

Hillsdale Professional & Business Association. Richard Garfinkle reported that the Blueberry Pancake Breakfast was successful, thanks in great part to the many volunteers. The book sale raised $3500 for the Community Foundation.

Hillsdale Main Street. The next Movie in the Park is August 23 at Dewitt Park, with music at 6:30 p.m. and the film Megamind will be shown starting at dusk. The Hillsdale Paella Dinner is Saturday, September 15, and tickets are available at the Hillsdale Main Street website and Key Bank. Ongoing HMS projects include parking improvements, a mural, large planting pots, landscaping, a plaza in front of Casa Colima, gas station lighting, and a storefront grant.

Announcements.

National Night Out is August 10th.

The Minidoka Swing Band will perform on Friday August 10th at the Watershed plaza.
